The Delhi government, in coordination with the Centre, is set to introduce significant reforms to make business operations in the capital easier and more transparent. These changes aim to streamline licensing procedures, eliminate redundant processes, and improve governance to encourage investment and entrepreneurship in the city.
In a high-level review meeting held on Saturday, Delhi Lieutenant Governor V.K. Saxena and Chief Minister Rekha Gupta discussed the roadmap for business-friendly reforms with key officials, including cabinet ministers, the Chief Secretary, NDMC Chairperson, MCD Commissioner, and heads of various departments.
Key Focus Areas of the Meeting:

Streamlining Licensing Systems: A unified, simplified process will replace the current fragmented and complex licensing framework.

Centralized Database: All business-related data will be integrated into a single digital platform to ensure transparency and easy access.

Reduction in Regulatory Overlaps: Efforts will be made to eliminate procedural duplication between agencies.

Unified Online Portal: A centralized portal for all types of licenses is in the works, eliminating the need for multiple applications to different authorities.

Simplification of Licensing Fees: The complex fee structure will be reviewed to prevent revenue loss and ease the burden on applicants.
Fire Safety and Building Compliance Reforms:

Structural Governance Enhancements:

Reducing Police Involvement in Licensing:
Lieutenant Governor Saxena emphasized minimizing the role of the police in the business licensing process. For instance, factory licenses will be deemed approved by MCD, and cinema hall licensing powers will be transferred to the Revenue Department.
In a bid to promote round-the-clock commercial activity, businesses will be allowed to operate 24/7, and women will be permitted to work night shifts � a progressive move to boost employment and economic growth.

Chief Minister Rekha Gupta highlighted that multiple licensing authorities often create unnecessary hurdles for citizens and businesses alike. �We are working closely with the central government to position Delhi as a top destination for investment. These reforms will simplify processes, improve governance, and reduce corruption,� she said.
